Labour have been in power for 12 1/2 years. They have created whatever culture now exists within the Police. Like all public services it has become far more important to hit targets than to provide their core service.
Straw goes on to criticise 4hrs of red tape & form filling on some shifts. I wonder who created all that beaurocracy.
